The idea for Cultural Meeting Centres developed in France, and became a monument-reconstruction and utilization concept throughout Europe with the support of the European Council. Four conditions must be met for a building to become a Cultural Meeting Centre: 1. it must be a prominent monument; 2. it must be open to the public; 3. it must have cultural operations; 4. it must have suitable hotel and catering services for hosting events. The centres aim to present different cultures to each other in an open Europe. To this end, such centres organize exhibitions and events, keep documentation and hold research centres. The organization, which brings together the centres, was founded in 1992 as the European Forum for the Arts and Heritage (EFAH), and changed its name to Culture Action Europe (CAE) in 2008.
